O Esclarecimento que se impõe!

Em face das “notícias” que andam a circular sobre a “aquisição” da Casa do Passal, é obrigação da Câmara Municipal de Carregal do Sal, em nome da verdade e da transparência da sua actividade político-administrativa, prestar o seguinte esclarecimento:

1) Na reunião de 15 de Abril de 2011, a Câmara Municipal de Carregal do Sal, deliberou sobre uma proposta de cedência da Casa do Passal (venda a preço simbólico), proposta essa formulada pelo Presidente do Conselho de Administração da Fundação Aristides de Sousa Mendes e da Sociedade “Quinta do Passal – Empreendimentos Turísticos, S.A.”.

2) Tal como se encontra evidenciado na acta da referida reunião, a aquisição por parte da Câmara Municipal, por preço simbólico, não traduzia, nem traduz a mera compra de um imóvel, mas, essencialmente, uma operação viabilizadora da recuperação de um legado de inegável valor histórico e cultural, do qual emergem valores que é mister preservar, seja a nível local, seja a nível nacional e internacional.

3) O Município de Carregal do Sal sempre comungou dos objectivos subjacentes à reabilitação do imóvel em causa e à preservação da «Obra» digna em memória de Aristides de Sousa Mendes, apresentando-se como entidade privilegiada que, com o recurso a fundos comunitários ou outros, poderá levar a bom porto tão almejado e justo projecto.

4) A aquisição do bem em causa concretiza a afectação do mesmo ao fim cabalmente consensualizado, traduzido na recuperação da Casa do Passal, em memória de Aristides de Sousa Mendes e dos valores que este Herói representa, alicerçados num projecto e objectivo que é municipal, nacional e, porque não dizê-lo, universal.

5) Ademais, tal desiderato, como se sabe, só poderá ser prosseguido pelo Município, enquanto “detentor” do imóvel a recuperar, isto sem embargo de a respectiva afectação e funcionamento futuros virem a ser protocolados com a Fundação Aristides de Sousa Mendes ou outra Entidade que seja ou venha a ser promotora das iniciativas e dos valores imanentes à figura de Aristides de Sousa Mendes. Aliás, é do conhecimento público, o desencadear de iniciativas e investimentos de outros Municípios ou cidades, em memória de Aristides de Sousa Mendes, designadamente, as cidades da Guarda e de Viseu.

6) Até à data não foi concretizada a deliberação de aceitação da alegada cedência (“venda simbólica”), tendo por objectivo principal e único – reitera-se – a viabilização da dita recuperação da Casa do Passal.

7) Assim, a Câmara Municipal apenas tem a intenção de viabilizar a recuperação e não aceita lições de puro oportunismo e protagonismo de quem, sobre o assunto, pouco ou nada mostrou ou fez, introduzindo apenas mal-estar em todo o processo que, julgamos, a todos devia e deve unir, ou seja, a recuperação da Casa do Passal.

The clarification that is needed!
In view of the "news" that circulate regarding the "acquisition" of the Casa do Passal, it is the obligation of the Municipality of Carregal do Sal, in the name of truth and transparency of its political and administrative activity, to provide the following clarification:

1) At its meeting on 15-April-2011, the Municipal Council of Carregal do Sal, deliberated on a proposal to transfer the house of Passal (sale for a symbolic price), made by the Chairman of the Administrative Board of Fundação Aristides de Sousa Mendes and "Quinta do Passal – Empreendimentos Turisticos, SA".

2) As is evidenced in the minutes of that meeting, the acquisition by the City Council, for a symbolic price, did not translate, nor does it translate into a mere purchase of property, but is essentially an enabler of the recovery of a legacy of undeniable historical and cultural value, which it is necessary to preserve, either locally or at the national and international level.

3) The municipality of Carregal do Sal has always shared the objectives underlying the rehabilitation of the property concerned and the preservation of worthy "Works" in memory of Aristides de Sousa Mendes, presenting itself as a privileged entity, which, with the use of EU Community and other funds, could carry out this desired project.

4) The acquisition of the property in question implies its application to a project that merits consensus, namely the recovery of the Casa do Passal in memory of Aristides de Sousa Mendes and the values which this Hero represented, grounded in objectives and in a project that is local, national and, why not say it, universal.

5) Moreover, this aim, of course, can only be achieved by the municipality, as a "guardian" of the property to be recovered, notwithstanding the fact that its future use and functioning are to be subject to an agreement to be negotiated with the Fundação Aristides de Sousa Mendes or another entity that is or may be a promoter of initiatives and values inherent to the figure of Aristides de Sousa Mendes. Indeed, initiatives and investments of other municipalities or cities, in memory of Aristides de Sousa Mendes, in particular, the towns of Guarda and Viseu are public knowledge.

6) To date, the resolution (of the Municipal Council) to accept the the alleged transfer ("symbolic sale"), has not been implemented which has as its primary and only objective – it is reiterated - the viability of the recovery of the Casa do Passal.

7) Thus, the Municipal Council only intends to facilitate the recovery and does not accept lessons in pure opportunism and protagonism of those who, on the subject, have shown or done little, but who have introduced discomfort into the process, which should and must unite all, the recovery of Casa do Passal.
